In line with government plans to modernise relief from business rates for owners of empty properties, this consultation paper invites views on proposals for detailed reforms to be taken forward through secondary legislation. Proposals include potential changes to the exemptions from empty property rates and new anti-avoidance regulations. Consultation responses are required by 1 October 2007.
