Supply has failed to keep pace with demographic changes such as an ageing population, and increases in immigration and single households. At the same time, groups who would expect to have moved out of public housing are finding private prices unaffordable. Housing market imbalances are continue to put pressure on the national housing stock. There is a need for changes in planning, tenure, regulation and finance in relation to public housing. An improvement in quality and quantity is necessary. The challenge is to effect this without harming current tenants.
