Presents the findings of a policy review which will be instrumental in the Government's 2007 Comprehensive Spending Review. Considers how to strengthen economic performance in cities and regions across the country. Local authorities should be empowered to promote renewal and development by stronger partnerships with other agencies, and also with other local authorities where desired. The regional tier outside London should be streamlined by more effective and accountable Regional Development Authorities. These are to provide support to local authorities and provide performance management. Central government departments should provide clearer focus and objectives.
