Addresses the concerns raised by RICS in writing to the Department for Communities and Local Government (DCLG) in November 2006. The concern that the use of consultants who had private sector financial interest would seek to be approved under the regulatory scheme is considered to be well grounded. DCLG employed consultants with a clear conflict of interest. It failed to respond to at least three letters from RICS. The concern about an unfair bidding process was also well founded, especially considering the poor communication from DCLG. Makes recommendations to the DCLG regarding process and the avoidance of conflicts of interest.
