Presents details of the government's proposals to enable most types of planning and enforcement appeal to be determined by inspectors. These plans were announced in the Planning White Paper 2007. Exceptions to this rule will be cases where the planning inspector's report justifies determination by the Secretary of State. The present system enforces automatic transfer to the Secretary where other persons have not been appointed. This paper argues that this represents an unnecessary duplication of effort and therefore delay. The decisions are best taken by planning inspectors in most cases. Responses are due by 5 November 2007.
