Argues that greater reforms to the planning system are needed to increase the adoption of microgeneration. Appraises the principles of the Government's current proposed changes. Suggests a more direct involvement at local authority level, driven by incentives targeted at householders. Specifically, the paper proposes council tax rebates for those installing wind turbines or solar panels; local consultation on relaxing planning regulations; and interest-free loans for the purchase of microgeneration equipment.
