Comes into force 31 December 2007. Amends the Energy Performance of Buildings (Certificates and Inspections) (England and Wales) Regulations 2007 (L138817). Defers implementation of the need for some large public authority buildings to display a Display Energy Certificate until 1 October 2008. Defers implementation of the need for Energy Performance Certificates (EPCs) for dwellings until 6 April 2008. Introduces phasing arrangements for the requirement of EPCs for buildings other than dwellings. Changes the phasing arrangements for the requirement of EPCs on the sale or rent of buildings other than dwellings.
