Sets out proposals to move the responsibility to determine most types of planning applications to local authorities. Proposes the withdrawal of all current planning directions in favour of a single direction containing those elements to be retained. Aims to eliminate notification elements which are outmoded or overly restrictive. Aims to call in a minimum of planning applications, to include those conflicting with important national policy. Responses are due by 31 March 2008.
