Makes proposals aimed at entirely restructuring the organisation of airspace over South East England, known as Terminal Control North. The restructuring is a response to increasingly crowded skies. Aims to increase safety, and to mitigate delays and environmental impact wherever possible. Aims to include stakeholder groups including councils and authorities, environmental groups, parish councils, aviation user groups and the general public. Also aims to respond to the recent airport expansions and prepare for future plans. Responses are due by 22 May 2008.
