Describes a recommended framework for the greater measures aimed at mitigating risk of repossession for homeowners. During the early 2000s home repossessions fell to very low levels, but recently there has been a marked increase. Current financial safety measures are known to be inadequate. Proposes the Sustainable Home Ownership Partnership (SHOP), a levy system to pool funding for borrowers to access in clearly defined circumstances. Sets out a structure for SHOP and recommends it should be compulsory for new borrowers and those who remortgage. Sets out the degree of regulation recommended in the system. Details suggested payment rates.
