Investigates various measures to minimise and reduce the carbon footprint of the UK's existing housing stock. Emphasises the need for government to fully engage with reducing carbon emissions from existing housing in a similar way to new developments, and makes a comprehensive list of recommendations. These include amendments to the Building Regulations Part L (to ensure extensions/improvements do not add to the carbon footprint of homes), a new Code for Existing Homes, and improving training in industry skills required for refurbishment and renovation of existing homes. Other recommendations cover Energy Performance Certificates, financial incentives for homeowners, and microgeneration technologies.
