Considers the government's definition of "zero carbon" and makes recommendations to promote a more practicable solution. The current definition excludes the use of off-site renewables unless they are connected to the development by a private wire. This was felt to be unworkable by housebuilders and confusing by other stakeholders including engineers, architects and developers. Recommends strict minimum energy efficiency parameters for new buildings in both building design and appliances; minimum carbon mitigation measures; allowing non-private networks for off-site solutions and a "community energy fund" for payments where zero carbon achievement is not possible. Includes recommendations for further consultation.
