Reviews and analyses relevant government policy statements and previous research. Presents a small number of case studies. Identifies good practice. Stresses the importance of delivery in successful implementation. Finds that there is a gap between government expectations and current practice. Sometimes this gap includes a lack of basic knowledge and understanding of the issues.
