Written as a response to Government's Rugg Review of the rented sector, the report calls for a radical restructuring of the housing market by ensuring renewed investment to allow for new stock to be developed. The BPF wants the government to stimulate investment by: widening the definition of affordable housing to allow developers to build market rentals; giving special planning treatment for rental-only developments; cutting stamp duty rules that unduly penalise larger investors; changing the REITs (Real Estate Investment Trust) structure to open it up to housing, as originally intended.
