Claims that disjointed policy and weak enforcement risk are damaging the credibility of the Government's targets for low-carbon buildings. Finds that despite these ambitious targets, current policy and regulation is fragmented, inconsistent and poorly applied. The report is also critical of how the Government and other public authorities deal with their own estates. Urges the Government to provide serious incentives for improvements to the existing stock, which presents a far bigger opportunity than new buildings.
