Seeks to identify and and address challenges to the privately rented sector through regulatory reform. The report proposes a series of phased reforms through the use of smart regulation, where voluntary participation in schemes to raise the status of the sector is preferred to direct changes to regulation. While the option of significant regulatory reform will be left open, it is believed that there are enough tangible benefits for both landlords and tenants to be achieved through support for new and existing voluntary agreements.
