A Touche Ross report for the Housing Corporation recommends that housing associations should be allowed to use financial derivatives to reduce interest rate risks in borrowing to finance their low-cost housing building programmes. The Welsh Secretary has announced plans to stop housing associations in Wales from buying properties to rent out and to concentrate on building low-cost homes for sale.
