Provides information on the Government's proposal to bring forward regulations to allow businesses to defer payment of 60% of the increase in their 2009-10 business rate bills until 2010-11 and 2011-12. The regulations will be in place by July 2009, and Billing Authorities will then write to businesses to offer them the chance to defer.
