Suggests that Government needs to be clearing the ground literally and metaphorically for regeneration work, and that capital spending should be used to retain skilled workers in the industry by supporting projects which are at risk of being shut down. Also proposes additional funding to provide training for those without work to ensure their skills are kept up to date. This paper, with two others (see E147470 and E147472), has been submitted to the All Party Urban Development Group for their consideration.
