Finds that Governmental measures are insufficient in stimulating the housebuilding sector and housing market activity in general. Recommends the Government should take all measures necessary to keep capacity in the housebuilding sector and ensure housebuilders are able to sell the houses they build. Suggests that the Treasury Asset-backed Guarantee Scheme is not efficient enough, and that mortgage funding should be more easily available.
