Dr Richard Roberts, senior economist at Barclays Bank warns that the Private Finance Initiative (PFI) will do little to offset a decline in publicly-funded construction before 1997-1998 contrasting with the Chancellor of Exchequer`s predictions in the 1994 Budget statement. The Labour Party`s "New partnership for investment" outlines a five point plan to encourage private investment.
