Seeks views on the introduction of a general consent to enable local authorities to introduce additional Houses in Multiple Occupation (HMOs) licensing and selective licensing schemes for privately rented property. Currently local authorities have to seek approval of the SoS for such schemes. Local authorities would still have to comply with the legislative requirements such as providing the evidence base and conducting a full consultation.
