Seeks views on a new policy document on the use of planning obligations, which is needed due to the introduction of the Community Infrastructure Levy (CIL) and reforms to planning obligations. The new policy document will replace the Government's current policy contained in "Circular 5/05: Planning Obligations", and will form an annex to the new Development Management Planning Policy Statement, which was put out for consultation on 21 December 2009 (see L149066).
