Commercial developers most optimistic about future business activity since March 2007. Commercial development activity increased in April, following a slight decline in the previous month. The overall expansion of activity in April was driven by higher private sector demand, while public sector development decreased for the second month in succession. The Total Commercial Development Activity Index posted +4.0% in April, up from -1.3% in March.
