Final report of the Penfold Review, which was set up to look at "non-planning consents", i.e. consents which have to be obtained separately from planning permission in order to complete a development. The Review examined whether the process for obtaining such consents causes delays or discourages business investment, and discusses where the process might be streamlined and current working practices improved.
