CLG structural reform plans set out a new 18 month programme that will deliver decentralising and transparency. This is intended to put councils and citizens in control of their communities. With action plans and target dates for a range of policies including streamlining and speeding up of the planning system and the transfer or termination of some Regional Development Agencies functions such as regional planning and housing.
