Working Group set up by Margaret Beckett, former Minister of Housing in December 2008 with representatives from consumer groups and professional organisations involved in home buying and selling process aimed at improving information available to consumers on condition of properties prior to purchase. Key recommendations include the market provision of various condition reports based on a defined set of core requirements which could in the future be authorised for inclusion in HIPs, a certification scheme framework to ensure a competent and suitably qualified workforce, an agreed set of robust service standards across industry and action to promote to consumers the importance of condition information in the home buying and selling process and clarity about the various products. To assist in developing an evidence base for the Working Group, Ipsos MORI was commissioned to conduct a short research exercise looking at the role of property condition information in the home buying and selling process (see Appendix B). See L150999, L151002 amd L151006 Prior to to publication of of the Final Report, Home Information Packs (HIPS) were withdrawn in May 2010.
