Identifies a number of reasons for the higher cost of construction in the UK compared with other EU countries. These costs are mainly found in the early and pre-construction stages of a project. Efficiency improvements could save £2-3 billion per annum and some specific areas have been identified for savings which will be announced around the time of Budget 2011.
