Sets out the Commission's views on key elements that should shape the EU's climate actions helping the EU become a competitive low carbon economy by 2050. As part of the milestones to 2050 explains how the EU is preparing to reduce its domestic emissions by 80% by 2050 compared to 1990. Further outlines how the transition to a greener economy can be achieved in the most cost effective way and the types of policies the EU will need to adopt including the requirement for additional investment averaging 1.5% of EU GDP every year for the next 40 years.
