Consumer Focus Wales while welcoming the Energy Company Obligation (ECO) has a number of concerns about the ability of the ECO to tackle fuel poverty. These include the need to ensure that all Welsh households in need benefit from the ECO and that the programme is fully integrated with Welsh government schemes Nest and Arbed.
