Initial thoughts from a re-examination of two technical reports that had supported the transport secretary's decision to approve the HS2 scheme in January 2012. The resulting analysis has forced down the benefits to cost ratios for all phases of the project. The economic case for HS2 continues to be reviewed and there will be an updated economic analysis published later this year incorporating new Office for Budget Responsibility forecasts of economic growth and HS2 Ltd's improved analysis of the services and travel patterns north of Birmingham.
