Policy Exchange think tank argues councils should sell off their most expensive houses to build more cheap homes. This would raise £4.5bn a year and future rents could be borrowed against new homes which could raise another £1.5bn. This could help 80 000 new homes to be built with a net gain of 50 000 social homes a year.
