In discussing development proposals with the officers of a local authority, developers will often want to know to what extent they can rely on the comments of the officers. This article considers what scope local authorities have to delegate to officers and answers the following questions: can an officer delegate to a colleague; is the local authority bound by an officer`s comments even if he was not authorised to make them and what remedies are available if the wrong advice is given.
