Introduces a series of practical measures to reduce red tape. These include the removal of a regulatory barrier to a £160m investment programme in the gas network; more flexibility with Section 106 agreements that could allow up to 75 000 homes which are currently stalled to be built. Also the reform of permitted development household rights will make the building of uncontentious, small-scale extensions easier while sure adjoining neighbours are consulted when the new rights are used.
