Local plans have four main aims: to develop the policy and general proposals of the structure plan and relate them to precise areas of land , to put planning issues before the public, to act as a basis for development control and to provide a detailed basis for co-ordinating the development and other use of land. This article explains how these aims were applied in relation to the Leamington Town Centre Plan.
