A paper presented at the COBRA Conference in New Delhi on 10-12 September 2013. Focuses on the 2012 Building Decree which stipulated that by January 2013 a calculation of material environmental performance for a dwelling or office building should be delivered at submission of the environmental (building) permit. The aim of this requirement is to encourage more conscientious decisions by a regulated uniform determination method. Environmental and life cycle properties of materials chosen and design variants should so be enabled to be subject of consciousness. Furthermore the development of sustainable initiatives and innovation should be stimulated.
