Report for the Federation of Small Businesses shows that the build cost expressed in £/m2 for all residential schemes of 10 units or less is on average 6% higher than on large developments. There is no evidence that it is taken into account when assessing the viability of smaller schemes and some local planning authorities are setting section 106 or Community Infrastructure Levy (CIL) rates for smaller developments without making allowance for these extra costs.
