This review adopts a structure of evaluating the construction industry?s current and future state which has a strong medical process analogy: identify the symptoms, diagnose the root causes, provide a prognosis, establish a treatment plan for recovery, keeping the industry under observation. Its recommendations are focussed on finding and unlocking the drivers of change, including action to support predictability of demand, and on leadership to own the change. That is in part a role for the Leadership Council and its workstreams, though it will depend on the industry and its clients joining the journey.
