Second market proposed to preserve rural affordability

A study by Dorset Community Action; 'Forever affordable: rural shared ownership models that work', argues that radical solutions are needed to tackle the rural affordable housing crisis. A possible solution is the development of a second hand market where land could be held in 'trust' and people with a local connection would be able to purchase just the building rather than the land as well.
