The Local Government Association (LCA) is recommending the replacement of council tax with a combination of a fairer property tax, the relocalisation of the business rates and the transfer of a proportion of national income tax to fund local government. It is likely that spending would be the same, but a bigger proportion would come from local taxes from businesses and individuals. The LCA's proposals will be submitted for consultation to all councils in England, and then to the ODPM's 'Balance of funding' review.
