An independent mid-term assessment conducted by ADAS Consulting Ltd and SQW Ltd on the England Rural Development Programme, has commented favourably on the impact that the programme has had so far on rural areas despite the initial disruption caused by the outbreak of foot and mouth disease at the start of the programme.
