An ODPM research report reveals that fees received by local planning authorities in England fall short of the cost of processing the applications. The study by Arup Economics and Planning with the Bailey Consultancy, Addison and Associates and Malcolm Grant for the ODPM said that fees should increase from £220 to £660 for every 0.1 hectare.
