The Scottish Executive have outlined the "Scottish housing quality standard", which defines what is acceptable as good quality housing. Local authorities and registered social landlords will have until 2015 to meet targets for achieving minimum standards in housing quality. They will be required to be free from serious disrepair, energy efficient, of a good standard and be safe and secure. 70% of Scotland's social housing is currently estimated to fall beneath these standards. http://www.scotland.gov.uk/pages/news/2004/02/SECD 392.aspx
