An ODPM commissioned report by Arup, "Investigating the increasing volume of planning appeals in England" states that local authorities are turning down schemes not on merit but to meet government targets for processing applications. The report reveals that planning applications have shot up 25% since 2001 when the government introduced the eight and 13 week deadlines for the processing of applications.
