Second annual progress report on Scotland's indicators of sustainable development warns that there are areas where long-term action by government and changes in public attitude are needed to make a difference. Positive steps are highlighted towards long-term improvement with higher employment figures and a rise in the number of households recycling their waste. Challenges include the increases in electricity consumption and road use.
