Planners are more optimistic than Councillors that government growth plans for southern England are realistic, according to a survey carried out by community consultation group PPS in association with "Planning". The survey reveals that 61% of council officers in the four growth areas believe te sustainable communities plan as achievable, compared with 35% of council members.
