Out of town retail development reached a new low in 2003, according to research by Colliers CRE. Only fourteen retail parks opened in 2003, the lowest number since 1991. Colliers CRE believe the tightening of planning restrictions means retail park space openings are about half the level of those in 1997, although the agents expect an increase in the amount of park space in 2004.
