The March brief notes that economic activity for the fourth quarter 2003 showed an annual rise of 2.8%, the highest in three years. The commercial property market saw investment returns from commercial property at 10.9% in 2003, up from 9.7% in 2002. In the construction market, output surged in 2003, rising more than 4% for a second consecutive year. In the residential property market, house prices showed few signs of a slowdown in February with two interest rate increases having little impact.
