BRE experts have concluded that green roofs are best able to cope with the expected impacts of climate change. Green roofs are vegetated roof covers using plants and growing media rather than bare membrane, gravel ballast, shingles or tiles. Initial construction costs are higher than other roof design options and government incentives may be needed to be kick-start the use of green roofs in UK urban areas.
