Assesses the notion of affordability targets in the context of the proposal in the Barker review "Delivering stability : securing our future housing needs - final report" (ISBN 1845320107). Barker proposes replacing the demographic projections that currently dictate the allocation of land with specific market affordability targets set by newly merged regional planning and housing bodies. Land for housing would be released once the affordability trigger points are reached. The complexities of producing a precise affordability measure are revealed in the new Roof Housing Affordability Index (see X126174). Previous governments have fought shy of adopting an explicit affordability formula.
